MPH/520 Week 1

Read Voluntary or Regulated? The Trans Fat Campaign in New York City by Lisa Armstrong for the Case Consortium at Columbia and with the Mailman School of Public Health.

The case study “Voluntary or Regulated? The Trans Fat Campaign in New York City” is one example of a city’s attempt to influence public health through regulation. The case invites us to consider how effective regulation is in improving public health and what role regulation should play in promoting health protective behavior.

Write a thoughtful 125- to 175-word response to each of the following 4 critical thinking questions.

  • Many food ingredients other than trans fats can be unhealthy (e.g., salt and sugar). Some critics believe the health department decided to focus randomly on trans fats. Why do you think the department decided to restrict the use of trans fats as opposed to other ingredients?
  • Many restaurant owners said that the cost to reformulate recipes without trans fats would be prohibitive and would force businesses to shut down. As a public health official, how would you address this problem?
  • To be successful, the department needed to enforce the trans fats ban. What different elements would you need to consider when enforcing the regulation?
  • What elements might have helped a voluntary effort, rather than a ban, succeed? Consider incentives that may have been used and discuss their potential effectiveness.
